So long as you are talking about SPECS, picture below, then yes it's average speed between two cameras. So yes, if you've been stationary between two sets of cameras your average will be way below 50 so don't worry about it. To some extent it doesn't matter to me as I'm riding and the cameras face the front not rear of the vehicle (thumbs)

Also, they work by reading APNR number plates on both cameras. Only if it calculates (speed = distance/time) a registration number has been speeding does it then take a photograph of the rest of car using the second camera and store it for a conviction. So if the camera can't read your number plate in the first place, there's no record of the fact you were ever there. A motorbike going through a front facing SPECS, is no different to a pidgeon flying past it.
