That's the Valle De Los Caidos, near Madrid. Basically a massive monument to Franco's dictatorship, and a very controversial chunk of Spanish history.

Spot on Dave. The Mrs had been reading a book about it, and just happened to be driving up to Santander for the ferry last week and passed nearby, so visited. Very controversial as you say, and virtually deserted. Then we saw a vulture chewing the arse out of a roadside dog. Next we say about thirty vultures on the side of the road, some just sitting about, some sunning their wings, a couple scrapping. Then I saw a dog, belly button deep in a horse and it became clear. The vultures were waiting for their turn.
