Sadly, that is ONE of the problems. Lack of publicity. Everyone knows that its against the law to steal, assault, etc, but it is less well known about all these silly little punitive laws that we can fall foul of without knowing. Furthermore, they have been made absolute so we are guilty by default and the fine hits the door mat with very little recourse except to those that imposed the fine and they just give you the big finger.
