Been to the Carpathians several times offroad only,it is a beautiful part of the of the world and the people are open and very willing to help (most of them).The roads are pretty poor, they drive on the best bit of tar whilst playing chicken,driving deteriorates after lunchtime.Hotels tend to be on major routes E70,and larger towns Rejitsa,Carensebes.Bia Herculane (Roman spa town) on the Danube worth a look.Get up into the mountains and see the real Romainia.The region is covered in caroutza trails unsurfaced roads that go up from villages to fields and pastureland connecting to other villages.I would rather be on a bike with some off road ability than a bike with a sports bike biased to give the versatillity to really explore if thats your thing
link is full of muppets arsing about offroad but there is some scenery and village footage.I want to do this trip myself some day.

An Austrian friend used to take motorcycle tours there but stopped due to corrupt police. He and his groups were being stopped for no reason and fined for trumped up matters. He never paid but wasted hours at the side of the road until they got bored and moved on.

Go you will be fine , i done the Transfargan north side was good tarmac and the south side was well a mess, but they were working on it, that was a few years ago so should be done by now.
We went up in july and the pass had only been opened a few weeks from the snow so be aware .
Rode down through Romania into Bulgaria Greece Albania , Italy then home had a great time, no problems finding somwhere to stay and no problems with any police, just stay within the speed limits
