If you powdercoat then round off all the edges, it doesn't like sharp bends. As it has been rusty and you have cleaned it up probably not a problem. Tom

POR15 Paint, dries like enamel. Just don't get on anything else...

Yes it will, The paint Teflon jnr is talking about is also really good, preparation is the key to all best results.
If it's within your scope powdercoating as the guys have mentioned gives a first class finnish

There have been a few guys on here who have done some stainless steel fabbing at reasonable cost from reading past posts. If thee brackets need to last a decent amount of time, then that might be the way to go.

Rustoleum is cracking stuff spray straight on to unprimed surfaces has a good flat Matt finish is extremely durable and heat resistant up to 750 degrees Celsius it's what I used to spray on to exhaust for range rovers,Volvos for Sweden and Bentley exhaust to name a few for factory fitting it's unbelievable how durable this stuff is it's even suitable for spraying directly over rust as it contains a neutralizing agent

Interesting, I have started using this product on exhausts and the like, but have found it to bond really well to less than perfect steel with some rust still on it... Wire brushed, then degreased then spray.... Time will tell how well it clings on and keeps rust at bay, but so far, pretty impressed.

Hammerite is still the go-to product, usually painted on to get a decent thickness :whistle:

I use a spray galv first, then normal spray paint from Halfords, the galv paint really helps stop rust reforming for a long time. Though It would be far better to get them sand blasted first as that would get rid or any rust.
