TYRE (Trace Your Route Anywhere) might support this - sorry, can't recall exactly off the top of my head. Free download from www.tyretotravel.com.

EASY GPS will allow you to specify coordinate input format and will output to a GPX file.
It might help you. Google will find it and it's free.
