It's not even slightly balanced, the journalist must be a friend of someone.
No mention that the roads in question were built as quarry roads and were always bed rock, that's how they were made!

The picture shows a footpath across the fells, and the caption implies it is going to be tarmacced.

The story says that the route which is going to be tarmacced is an old railway line which was washed away by rain.

And it's a "stock" photo, so may not even be in the Lake District :D

I never believe "stock pictures" as there is a limited number of helicopters that carry out SAR, and quite often the picture used is one that's at the other end of the country, or is no longer in the UK!
