I just watched it and it seemed to be very biased reporting warning people to "stay away".The problem itself seems to me to be two fold
1:/The lanes are poorly marked and seem to be left totally unmanaged by the relavent councils who control them.If main roads where treated in the same way all hell would ensue.
2:/As with tarmac road users there are a minority who abuse the lanes and the damage they cause is ceased on as a knee jerk excuse to begin banning all motor access to these areas.

The idea of controlled entry as mentioned on here previously by registering and key entry seems to be the ideal way of managing the problem for minimal outlay.
