Its either do these mods, or buy a small bike that i wouldn't want.

The simple solution is narrower bars, if you live with that.
You could get into some serious fabrication and manufacture some folding / adjstablebars. There are adustable bars out there but they are set and leave designs, you would need something that can be adusted on a daily basis without working loose.

Can you make a smaller set of bars to use whilst you move it from front to back with the other bars sat sideways across the yoke still connected with all cabling?

How wide do you need? If its only a couple of inches you need then Still saw an angled groove out the brick work and stick plastic corner protector in it to save your bar ends or build a cavity into the fence. If the house is right apart from that there will be a way (thumbs) even if there is drain pipes put brackets and sliding joints on them (thumbs)

We had to have the back wall of our garage knocked out and doors put in so we can get bikes through to the workshop :)

The right property for both of you is out there be patient. If it's such a pain to get bike out you will find you won't be bothered all to often.
