I think they measure traffic flow and volume.

When you see "real time traffic info" on your sat nav (RTTI) it's from these.

As above, nowt sinister, jut for keeping satnavs and traffic reports up to date. (thumbs)

I was lead to believe that Tom Tom user data was used to determine traffic speed and I know Waze uses user data as well.
