Thinking of mounting some aluminium plate to a side pannier rack, to this I intend to attach a rotopax carrier and fuel can (on the inside). Given that the rotopax mount is secured by four screws/bolts, what thickness of aluminium plate would I need to use. Is 3mm enough?

Winding Roads use 4mm. I think I would to be safe.

If you only have 3mm you could rivet some angle behind it.

Depends on the grade of Aluminium, but you also need to follow a few basic rules.
All fixing you use needs to spread the load so large thick washers will be needed and nice clean deburred holes will also help stop cracks forming.
I'd also think 3mm is a bit thin so as mentioned above 4mm would be a good start.
