in my vast experience of dealing with stubborn old rusted shite :roll: .. once it don't come off straight away, with reasonable methods, then drastic action is needed,
probably gas torch
but it is difficult to get at usually, and may need stripping down or engine removal, not to damage other bits.
Especially so exhaust nuts or bolts.

my old TTR600 .. exhaust nuts .. twat ross morgan from motopro busted them off deliberately, after supposedly trying `everything` and I had to pay an engineer to re-drill 4 holes and new studs and nuts .. and another twat glen philips of gap motorcycles to bodge the head re-fitting to give me back an oil-gushing leaky engine shite hell. (no bitterness there then :) )

ps ... these 2 twats cost me well over £1000 and gave me shite
.. so in future, no more back street `mechanics` to `save money`
.. I go to a proper mechanic now
(and now got new bikes for `easy to work on`)

so my advice .. if it don't come off straight away or after a reasonable effort ... go to a reputable trusted mechanic ... it is cheaper in the long run.

ps
if it is rusted well
then the iron oxide has formed IN and around the threads
further tightening the thread joint through oxide expansion ..

so no amount of `lubrication` will change this

whereas HEAT applied will burn off the rust, hopefully
even from within the threads
.. but `red-hot` is needed.

Steve is removing the axle from the front wheel of a push bike. You start applying the type of red hot heat and the axle will come loose as the thin aluminium alloy hub will warp and split.
Acetone/ACF allowed to sit in the cup and soak in before flipping over and repeating on the other should allow it to break free. It’s a cup and cone setup so only needs any one side to give and the axle can the be removed. Doesn’t help that the cone only have a small surface for getting a flat thin spanner onto and recessed so awkward to get grips onto. If he can getting the locking nuts off might be best to clamp one cone in a vice and attack the other side

WD40 is not a good penetrating fluid, works well for moisture removal and some simple lubrication but it doesn't penetrate as well as products designed specifically for the job.
Go to your local motor factors and buy a penetrating fluid designed to help disassembly and you'll be amazed at how easy some jobs become.

WD40 is good for cleaning parts and displacing moisture. Plus Gas and other formulas are ten times better as penetrating fluids.
