Did you change pads recently ? There might be too much fluid in the master cilinder reservoir.

Or the plunger in the master cilinder doesn't come back all the way. Is there free play in the lever ?
It'll end in tears I tells ya.

+1 with Dutchgit. Does it have servo brakes?

The tiny hole in the master cylinder that allows the fluid to return may be blocked worth checking and a pin could be used to open it up again.

The nasty little diaphragm washer should allow the pressure to release once you let go of the lever. Suggest that you try a bleed and "flick" the brake lever a few times--it may clear--if not its piston strip at the handlebar end --but if its ABS with all that servo sh1t then it could be anywhere in the system.

Does it happen after some heavy braking ? How old is the brake fluid ?
