from Marsett, I knew hte bit from the village green down by the river had been flattened, but what about up the other side, the rocky bit that ends by the church and onto tarmac? Surely that's just as rough as ever?

No that is flat as well and goes up in tiers, with like kerb stones in a narrow v shape with drains in the centre of
them proper civilised

They are grading these lanes flat now, because the want to to put in a C2C MTB route (a la Way of the Roses road cycling route) for off road cyclists and using the 3 Northern NP's
They will flatten all the rocks and make it like a gravel road on certain key trails - like Kidstones
Conversely if they level them, the 4x4 and trail bikers will stop using them, because the challenge has been extinguished
