Euro Emission stickers

Does anyone know much about the Environment stickers for France and maybe Spain. I have been told by "a chap in pub" yer dont need them if yer dont go inside the ring road areas of major cities in France. I also believe they are now using them in Madrid and Barcelona.
Anyone know owt that's true or real please?? Maybe a linky?
