You'll probably find it only works one way due to the laws passed by the British government at the time, not the EU.

If I drive in europe again I'll be sure to drive at least 10mph below the speed limit.

1. I'll be on holiday so I'll be relaxing and enjoying the view anyway.
2. It will piss off the local speed enforcers who, I'm sure, will be targeting UK vehicles.

It's a 'win, win' situation.
