Yes any public right of way with vehicular access is classed as highway and vehicle has to be fully road legal insured,taxed etc. On private land with owners permission nothing required.
Competing or closed events have their own requirements .

Bike now insured. £120 fully comp, happy with that. Hoping to squeeze in first spin out tomorrow. Where’s the sun gone?
