I've only a limited expieriance with scooters but the ones i ran ..yamaha wouldnt even turn over unless the brake was fully engaged ..they would turn over forever if the sidestand was down but never fire up ... bike on centrestand with sidestand down was not uncommon and it would never start .....d...
