Seems to me if there's one thing that British successive British governments like it's using technology to monitor everything we do and since governments are also under pressure to do something about insurance costs it wouldn't surprise me if we didn't all have these boxes in our vehicles quite soon...

I can't quite see the labelling but I think you've got the leads plugged in the wrong place on the meter? I would say Black should be in the bottom socket(common) and red in the one above it, check the manual if you have one.
