I used to commute on a weekly basis from the Midlands to Kent, overall the M6, M1, M25 proved quicker but it really depends on the time of day and traffic load.

They had some really bad flooding in Passau in June, 2013, the water levels were far higher than the last couple of weeks. I visited the city about six or seven weeks after and you couldn't really tell there had been a problem, German efficiency I think. :)

Zakopane is a tourist trap to be avoided at all costs, especially in high season. The High Tatra however, are well worth a visit. Look for accommodation further south than Zakopane, out in the sticks or on the Slovakian side, even further south.
