i think the main thing to think about with hard or soft panniers is safety. If your touring and stop in a town your stuff is going to be safer in hard panniers. looked into buying that Phad tent myself, quality tent. Just never got round to buying it...using a Gelert Rocky 3 at the mo that i used to use for festivals. (cheap and cheerful but not ideal for trips on the bike)
