I got Cliff at the Adventure Bike Shop to special order two of the full size bags (no exhaust cut out needed for my CCM GP450).
Great bags that lock to the frames. They have waterproof bag liners. I am well pleased with them.

They shouldn’t need to check as people should be expected to be honourable. Fat chance with the high percentage of morons in this country. What does "honourable" mean? Pay cash rather than the Vat. Inflate costs to reduce profit and pay less income tax. Suppress income "ditto". ...

As suggested above try connecting the Optimate direct to the battery.
If it works then clean the contacts in the 12v socket.
