Probably not: I would say that it is more likely to be waterproof padding for warmth. Whatever it is, it works: they are both warm and waterproof.

Klim Gore-Tex PowerXross Gloves - after 3 years of ownership, I can attest that they are 100% waterproof.

Interesting to see Lomo is by far the least expensive. Is Kreiga really worth over ten times as much? I've not had Lomo panniers, but have had various other Lomo stuff and found it really durable, waterproof and fit for purpose. And it's UK made. It was a long time coming (getting round to buying, not the delivery) but I've finally bought the Camel Adv Tank. From placing the order to delivery it took less than a week, however, the sting in the tail was the £100 import duty that I had to pay...
