Conditions and speed were probably a factor as has been mentioned. We all get a little overconfident now and again, and forget that at any given time, there's only a thin strip of rubber in contact with the tarmac. Put other factors like lubricants, polished metal (drain covers), into that equation ...

Its all about income generation. You can argue the merits of bikes all you want. They see a way of making extra cash so they'll implement it regardless.
